Question Picutre-in-Picutre and Parental Controls/Screen Time

I am using Google Family Link for the Android 13 Phone (Fairphone 3+) of my child. I am only reducing the screen time of certain apps f.e. Google Chrome. Generally works fine but my child is able to use PiP to watch videos using Chrome and the time spent in PiP is not counting towards the app usage limit as android doesn't count it as time spent in the app. I know how to deactivate PiP for Chrome or any app but you don't need parental approval to reactivate it. So I'm searching for one of 3 things:

1. A way to disable Picture in Picture system wide or for a certain app without my child being able to reactivate it.
2. A way to make Andoird recognize time spent in PiP as time spent in the app.
3. A browser or video player like VLC that doesn't allow PiP.
