someone spying on my phone?

Is there any way to know if someone is monitoring my phone????
have samsung galaxy s7 android 9
Can't access some apps and even websites but I haven't blocked those myself

Welcome to Android Central! What kind of phone are you using, and how long have you been experiencing these issues? Have you downloaded any apps recently? Also, do the issues you describe above persist in Safe Mode?

Welcome to Android Central! What do you mean that you can't access some apps and even websites? What happens when you try? Do you get an error message?
