Why doesnt my phone turn on?

when i plug it in the battery icon appears without the charge percentage and the notification led stays on for a few seconds and then everything turns off and repeats everyfew seconds

What phone? Have you tried holding the power button? If the power button doesn't do the trick, it might have failed.

Try a hard reset holding the Volume down button and the power button simultaneously, see if that will bring the device up.

Welcome to Android Central! I'd also let it charge undisturbed on a wall outlet for at least 6 hours, then try pressing and holding Power for about 20 seconds, as mentioned above. If nothing happens, then either the battery is dead, or there's some other problem with the power circuitry or the motherboard.
