Why is my android unable to receive picture or send picture when texting

Ensure your APN settings are correct. If your APN settings are wrong the phone won't be able to send / receive MMS (picture/video) messages.

My APN is set exactly right. I used to be able to send text messages easily years ago. I tried disabling my WiFi, enabling data. Nothing works. I have read this is happening across the board with iPhones, Samsung, etc. I wonder if it's a problem induced by the carriers to get us to try different networks, so that data roaming charges would apply? Some signal seems to be being sent to block all the phones from sending pictures. The question is, "Why?"

Which carrier?
Which texting app?

Where have you been reading things about this "generic blocking"?
