How do I enable this? I've looked all over my settings for this. I know some app need to be updated/optimized and what not.

Simple, press and hold on the multi tasking button and the current app will go to the top (left for landscape) of the screen, and the bottom will show your recent apps. Pick one of these apps and you'll have the complete multi-window experience. If you need an app that is not in your recents, just hit the home button and select an app.

With the caveat that many aren't capable of supporting multi window (yet) and will flash a message informing you of said deficiency.
