error 110 on samsung tablet

I tried resetting my tablet, factory re-set.. tried Odin Mode.. it wont allow me too clear any cache as it doesn't give me the option to press the button. Its there but its not clickable.. so clearing cache and data is not an option. I tried downloading an apk. file from online.. it wont let it install... I tried pretty much everything I read online to fix this error 110 but nothing works.. how can I resolve this issue without sending my tablet off didnt have this problem till my daughter accidentally re set it now I cant download anything.. everything still works.
