I can't get my Android version of Google Keep to link and send notes to my PC version

It might be because the main email and backup email I list need to be swapped, but I don't know how to do that. Or it could be another reason entirely. (By the way, I checked the phone and the sync button is on.)

Welcome to Android Central! First, are you certain you're using the same Google account on your phone and your PC?

Second, on your phone, go to Settings>Accounts, select your Google account, then Account Sync, and make sure Keep Notes sync is toggled on.
