Nexus 5 notifications keep coming back... Why????

Basicly I have a nexus 5. I get notifications from the apps I want to get notifications for... Great, helpful, ect... Sometimes there's a few, most of which are not of that much interest to me at that particular time so I scroll to the bottom and press the 3 lines that dismisses all the notifications at one... However, 10 or 20 minutes later the exact same notifications return..... Why???? I dismissed them for a reason, to permanently get rid of them I have to click on each notification, which then takes me to that app ect , which I then have to close down afterwards just so by phone isn't running multiple background apps at once.

Can I stop this so when I dismiss them they don't come back??
I can't be the only one annoyed by this??

I don't have this problem here.
Notifications that return are emails or texts that I dismissed without reading. They come back after a reboot but other than that, it's fine.
