Why can I not select the send from e-mail address when sending emails

I have a pop 3 address that normally sends my mail, but when I use a wi-fi connection that does not support my outgoing mail server set up for the POP 3 address, I
I need to send from my Gmail address which is Web based.

Are you using the Gmail app on the phone? Or using Gmail.com? It should be automatic once you sign in with your Google ID.
