Note 4 root problem, stuck in download mode.

I was rooting my Samsung note 4 using and Odin and I believe I forgot to debug and allow developing now is stuck in limbo and I can't get back into the phone. I've using Odin to reverse it but still not downloading fully. Need help

Are you able to get into Odin mode via the phone? If so, then you should still be in business. Make sure you are able to download a factory image (search online) specifically for your model Note 4. Use that to restore. When it completes try going into recovery and performing a factory reset then reboot.
