Why isn't my 16GB SD card working?

I bought a 16GB SD card for my HTC Desire 510 today, I un-mounted the old 4GB SD card and put in the 16GB. But when the notification of "Phone storage is low" came up I went to my settings and tried to switch the apps from phone storage to SD storage but it will not give me the option to do so. What can I do to switch it? Can I switch it or is this how the phone is built?

Many apps won't run from the SD card (Android was never designed to do that - the card is for data storage - videos, pictures, music, etc.) so the developer won't let you move the app. (Because he doesn't want your email asking why the app isn't working since you moved it to the SD card - multiplied by 5,000 other people who did it.)
