Welcome to Android Central! This is a security feature. Is it asking for a Google account or a Samsung account? Both Google and Samsung have this kind of feature now. You'll need to talk to the previous owner and ask them to log in. They can then remove their Google account first, then do a factory reset. That's considered an authorized factory reset. Otherwise, you're out of luck.
