this is a unlocked phone,it will not pick up 4g LTE for ATT just 3g, i have checked all the settings,changed the bands,just about everything,any ideas?? yes there is LTE in my area,my other phone Nokia Lumia picks up LTE on same ATT network

Bring the phone into an AT&T Device Support Center (ask where it is, at your local store, if you don't know - there should be one near you) - and ask for assistance. There are many possibilities (one of which is an improperly-provisioned account, which no one but AT&T could fix).
