I have a kobo arc 7 hd with a 32 gb sd card and 4.2.2 jellybean
how can I set the sd card to be the default download location instead of internal storage without rooting the tablet?

Welcome to Android Central! Some Android devices, but not all, have an option in the system settings to set the default download location. If you can't find that option in your phone, then it's not available for you as a systemwide setting. Each individual app you have might have its own setting for that -- you'd have to check each app's own settings menu.
