I also deleted my download manager how do I get it back without a factory reset

Please someone anyone help me recover download manager also my apps are taking up more space then it says they are along with the rest of my s5 neo all the storage space adds up to about 8gb but it is staying that I am using 15.55 out of 16 totalgb can someone please help me
 
1. A factory reset doesn't add missing things, it just wipes user data (and files like pictures, music, etc.) and downloaded apps.

2. There's a lot in storage you can't see, like Linux, Android itself and system files. They take up a lot of space - as much as 8GB in some phones.

3. About the best you can do for the download manager would be to back the phone up (Backing up an Android Device), flash the ROM again ([Samsung] How to flash Stock ROM via ODIN) and restore everything you backed up.
