Can I restore my Lg Volt that has been rooted, without using a computer

I have a Lg Volt that someone gave me because he rooted the phone and messed something up. It can no longer download apps, open the setting menu (it says "unfortunately settings has stopped working"), and the back button will not work (but it still lights up. I don't have access to a computer in order to flash the phone, and without being able to install apps, I haven't been able to solve this problem.

Just to get to the upload partition (which is what installs the firmware, you have to plug the phone into a computer (that's running the LG driver and has LGUP installed in it). There's no "on phone" method of flashing a new ROM.
