Why won't my LG Fiesta 2 connect to server to check for updates?

Android Central Question

I took my new Tracfone LG Fiesta 2 to my local library and enabled Wi-Fi and connected to the library's Wi-Fi. The Fiesta 2 has Android 7.0. I went to settings>about phone>update center>software update>check for updates. After about 30 seconds the phone reported that it could not connect to the server. A year ago several cell transmission towers were installed on the roof of this building, so signal strength was at maximum.

Was this likely a temporary glitch?

I asked this question yesterday, but I couldn't find it today.

Welcome to Android Central! Is the phone on the Tracfone network, or are you using it on a different network? Carrier-specific phones need to be on that carrier's network to get the official update. What happens if you turn off wi-fi -- can it connect to the server then?
