Android auto not connecting via usb to a 2nd gen 2016 chevy cruze

Welcome to Android Central! Have you already tried different USB cables? Some cables are only for charging, while other cables can have faulty data transfer wiring (while still being able to charge).

Check with Chevy (unless it's in the manual) - does it support full connection to an Android phone via USB? Or is that only for mp3 players? (Most audio decks use a 3.5mm hack to connect audio from the phone or they use Bluetooth.)
