Galaxy S9 Not charging wired

Galaxy S9 Not charging wired. When it is on and plugged in, it won't charge.

When shut off and plugged in, it does this vibrate thing constantly. Charges extremely slow.

When I try to reboot when still plugged in claims moisture detection issue, which is not true.

What's was, what little battery life does charge up, it's daring like crazy.

Its dropped 20 percent in less than an hour.

Phone was given to be by insurance company after my original broke.

Is this a common S9 issue? Is it the hardware?

Did Reboot, Force Reboot, Cahe Wipe, Safe Mode function.

It very evidently was true. (Insurance company "refurb" doesn't mean the same as dictionary "refurbish". It means check that it turns on, clean it up and pack it for shipment.

Constant vibration is as much a sign of water damage as red water damage stickers. As mustang7757 said, call the insurance company, tell them that they shipped you a defective, water-damaged phone, and to please send you one that's actually been checked and works. (You're paying for "replacement with a used phone that's in good condition". Water-damaged is not "good".)
