Selling/Trans Question: 4G enabled device with a SIM

So I see plenty of information in various searches on how to wipe data/factory reset. When I finally hit the day to either transfering or selling that contains a Verizon 4G LTE SIM. Do I remove that SIM and put it in my new device.

Is it typically understood that a buyer of a 4G Device must use an existing one they own or get a new one from the carrier?

The SIM is connected to your account. Wiping data and factory resetting doesn't change that. You keep the SIM. Whoever you sell the phone to can get a new SIM for free from the carrier, or use an existing one if they have it.
