Issue with Android 5.0.2 Location/Battery drain

Hello - just upgraded my htc one m8 to android 5.0.2 on at&t.
Setting->location->mode is set to "battery saving".
After a while, the mode automatically changes to "high accuracy" or "device only" and the GPS turns on. This is eating the battery rapidly.
Even if I switch off the location, it turns back on automatically.
Is anyone else seeing this behavior ?
I read somewhere this is happening bcos of "google play services" API and apps now being able to call this - left and right.
How do we get control over this ?
How can we ensure that the location mode remains in "battery saving" only.
How do we know which apps are the culprits,, if thats the case ?

Help appreciated.

Not really. The GPS receiver itself actually draws very little current in standby. It's when something asks it for a location that it draws current. Run GSam Battery Monitor or a similar app to see what's running that's asking for your location. And you can use Greenify to keep that app from running unless you or the system specifically runs it.

The fact is, location keeps automatically changing to "high accuracy" or "device" mode. Only then the GPS comes on - and it definitely is having a effect on my battery life. This is cruel, to be gentle. How can Google play services allow this ?
