Welcome to Android Central! Which phone, and which carrier? Have you asked your carrier about this?

With my UK unlocked Samsung using a Three sim, I can search for other available networks when Mobile Data is turned off.
That's all that means.

The OP wouldn't get an initial message pop up. It's the settings under More Networks, Mobile Networks (Samsung) It pops that message only when he/she tried Search Networks and then Samsung says it only works with Mobile Data off.

Funny thing that now my Moto G and probably yours can search with Data on. My old Samsung was the same as above, data off. I don't need to search really.
