Why can't I dial Customer Service *611 with Movistar Argentina SIM?

Why Can't dial Customer Service *611 with Movistar Argentina SIM

I have a USA Verizon Samsung S3 which was unblocked to use a local Movistar sim in Argentina. It functions great except when I dial *611 for customer service it dials Verizon in the USA?? *611 for movistar is the same Customer Service number as Verizon in the USA.

It sounds like since it is a Verizon S3 it is programmed to dial them when doing *611.
