Wifi blocking?

I have a Pixel 2xl. Recently when I stop at McDonald's or someplace with public wifi, I get a notice that the wifi isn't safe. I am aware that public wifi is not safe, but there are times when I need the web access. I can’t seem to get to the public wifi. The message blocks me. How do I get by this notice?

Can you post a screenshot of what you're seeing? Usually there's some small text below the warning that's a link to another screen where you can connect anyway. More often than not you'll then have to accept some user agreement in a browser.

I presume AV is Anti Virus software? I am using Webroot. I will try to get that screen shot. Somehow I never think about screen shots when issues come up.
