HTC Account Sync is turned Off? 4.3 Update ( Evo Lte )

Hi i've just updated my Evo 4g Lte Manually with the 4.3 RUU update and noticed that in (Accounts and Sync) Sync is turned off and grayed out in my HTC Account. Even the sync now is grayed out? Is this meant to be like this because to be honest i only noticed it by accident? If not how would i go about fixing it..
