That would be a different story, correct But yeah, Verizon phones have been SIM-unlocked, in theory, to allow travelers to use their phones abroad with another SIM, but like you've seen, it also allows anyone to just get a Verizon contract or phone and sell it online.

All (new) Verizon phones are SIM unlocked right out of the gate.
