DROID ULTRA, Use on GSM in India?

Hey everonye im new to this forum sorry for any trouble recently im imported Droid Ultra's to india one is used and one is Brand new but in used One i Can use Indian Gsm Carriers but in new one i can't use gsm gsm simply doesnt getting any signal or whatever only data works ..i wonder why its working on other one not in this old one is the phone needs to be unlocked or what if any one helps me to make it work ill be glad thanks waiting for replies

yes im tried with Global and With GSM/UMTS But still not luck if i was able to get signal and it loosing signal instantly

Was the replacement activated on Verizon's network first?

i bought it off from swappa the seller said its never activated is that reason?

It is my guess, it might have to be activated on Verizon before using it on another carrier
