Samsung galaxy j6 won't switch off while charging.

Is there a way to stop my Samsung galaxy j6 from switching itself back on while charging in my car? I use it as my taxi booking device and every time I switch it off it restarts 5 seconds later. My cigarette lighter charger is always on and it powers my dashcam also while parked. If I charge it from a wall socket it will charge without switching on. Just in the car it just won't stay off. I know I could just unplug it but its positioned really awkward and looking for a simple fix. Thanks.

5 Volts is 5 Volts - the phone doesn't know whether it's plugged in at home or in the car. Something else is making a difference.

This is a new car. My last car, the phone would switch off ok but occasionally it would switch itself on when the ignition was switched on. Only occasionally. This car though, if it is on charge. It will continually switch the phone back on within 5 seconds. I have checked if the developer options had been changed somehow but they weren't even enabled. Thanks for your help Rukbat.
