Why can't I get the notification volume to save on my Note4?

I set my notifications volume to very low but the volume resets back to max volume as soon as I exit out of settings. I want to keep a sound attached to notifications so I know when I get texts but am growing frustrated with a volume that can be heard clear across the room even from in my purse. I've tried various sounds, some pre-installed, some downloaded and have the same issue. It will mute/vibrate if I put the phone in that mode but then I can't hear if my phone rings.
