if you set a countdown timer, does the screen ever turn off?

When I set a countdown timer, say 20 minutes, the screen never turn off. Just tested it on my old Note 2, 3 and 4, where there screen goes off after 30 seconds.

I also tested this on all of my new Note5 phones and they all behave this way. :(

Is this by design or is this another ooops by Samsung?

For example, I started a 60-minute timer this morning when I started baking a loaf of bread. I just walked away without touching the phone. I came back when the alarm went of and that's when I discovered the screen was still on... which drained the battery for 60 minutes for no reason. :(

Yeah the timer doesn't turn the screen off

Who gets the blame for this problem? Samsung or Google?
Or did they decide that it was better to keep the screen on
during timer countdown? :( My older Note phones don't
have this problem.

Edit: guess I blame Samsung. Just installed Google's own
Clock app from the Play Store. It doesn't have this problem.
(turns off the screen after 30 seconds, after countdown
timer starts)

The easiest solution is to simply set the timer then manually turn off the screen...

I mean, if you're worried about the extra screen on time (aka extra battery usage), why wait for the phone to turn itself off anyway?
