WiFi Issue at home.

So this might not be phone specific but I was just trying to cast Westworld to my chromecast and as usual my home wifi is slowed to where I cant play HBO. I check the speed and it's comically slow. I turn off my laptop, unplug everything that uses wifi and have everyone in my house turn off wifi. I have ATT dsl and I'm told it only will slow with heavy use on my network. So then after giving up on trying to watch the show, and everyone went to bed I open my laptop and check the speed and it's super slow like I expected. Then I turned off the Wifi on my note8 and check it on my laptop again and it's way faster. Turn it back on, and again, snail speeds.

So what is my phone doing that is completely zapping my wifi?

I cleared my cache partition and it's still the same. I have done a factory reset since updating to Oreo too.

I did a optimize and Google photos was using a ton battery. I put it to sleep and it's back to normal. Still curious why tho

Did you take pictures and have the phone set to upload to Google photos when on WiFi?

I checked and all the pics i'd taken were already backed up. No backups were running.
