Notification that won't go away

Since I got my phone, I have a system notification from Android Setup saying app updates are ready, Connect to WiFi to continue. Except I am connected to WiFi...

If I click to reconnect, it says it's connected, and then it just stays on the update screen saying I can finish updating my phone soon, but the Start button is greyed out.

I've attached a few screenshots.

The only way to get rid of the notification is to reboot the phone, and then a while later it will come back again.

Anyone else has the same problem?

If that's Google play store just force close it ..wont show anymore

I had already finished the setup and installed/updated all the apps, and it's not Google Play, it's an app called Android Setup.

After much Googling (see example links below), I think I have it solved. Time will tell if it reappears.

Essentially it seems to be a bug in Android Pie (affecting any makes: Samsung, OnePlus, Nokia, etc). If when you first setup the phone you connect on 4G and not WiFi straight away, the initial setup process will complete but the notification thinking it's got no WiFi will remain.

I had already updated to the latest software update, and updated all the Play Store and Galaxy Store apps over WiFi.

In the end this is what I did:
-Go to Settings
-Search for Android Setup
-Choose the one with the cog wheel
-Press Force Stop
-Press Disable
-Go to Storage, and press Clear Cache
-Reboot the phone
-Re-enable the app (in case leaving it disabled causes problems)

It hasn't reappeared so far...

Apparently the only other solution is to do a factory reset and make sure you connect to WiFi at the earliest point possible. But I'm not spending another 4 hours setting up my phone again...

Unfortunately, this his reappeared...

Does anyone know what the Android Setup app actually is? Is it used just for the initial phone setup, or every time there is a firmware update? Is it safe to disable it permanently?
