ok so i have noticed with 7.0 the charging turns on and off alot when pluged in but it works fime when locked restarting dosent help and i dont think its the cable

Sometimes there are issues after a new OS Update. And a Factory Reset is necessary. That would be my next suggestion

ok im not doing a factory reset thats a pain and it seems to be ok after a bit or when phone is locked

It may be a pain, but it's very common to have issues after an OS upgrade. And sometimes a factory reset is necessary to fix the issue, so it's your call. Unless it's a hardware issue, then a factory reset will be necessary to correct it. And since it started when you upgraded I would lean more towards it not being hardware
