Can't get Galaxy S3 to update to 4.3

Would anyone know why the GT19300 says the latest updates have already been installed even though it is still on 4.1.2 version. It was a new sim free, unlocked phone. It wont update through Kies either.

Whr ru from......updates are rolling out some regions every week soo I guess ur place is on the waitng list.......soo wait...

Did you check your region on your phone. How to do this download from play store csc changer name of the apk samsung galaxy s/s2/s3 csc by manniakk.and if the your region diffrent than your country change it.
