Can deleting APK files from a Samsung Galaxy tablet, effect the device or other apps?

If they're apps that were pre-installed you wouldn't be able to delete them unless you've rooted the device. If they're from apps that you've installed, move them off the device to another place and make sure the apps still work before deleting them for good.
