Is there anyone who knows if "notification and sync" works over 3G, when 4G LTE is not available in the area I'm in

Works the same on 3G. I've set my preferred network to 3G so I'm always on HSPA and it works fine.

Yup, no issues. I don't even have the option for LTE with my carrier because of the frequency bands available.
