Like Ry said, Doze is part of Android 6 and it seems unlikely that Samsung will update the old Note 2 to Android 6. I'm no expert but you might check for applications that might be causing the battery drain or do a factory data reset (back up first!).

I know, the Note 2 is a lost cause 
but I find it strange that Google would spend effort adding new features (Doze) without first fixing existing issues with 4.4...
But then, after working 31 years in consumer electronics it's the norm...
In 4.4 the issue is the kernel doesn't fully go to sleep for silly reasons. It wasn't apps doing it. GSam battery use logs are outright frightening (50-55% kernel!!) so I'm not sure what Doze accomplishes at the app level.
We'll see...

GSam Battery Monitor has been updated on Feb 14th to Ver. 3.28 and now includes some Doze reporting! I did a test by turning the screen off and putting my Pure face down for about an hour (interrupted by a text notification). Hoping to be able to put 3 pics on this post ...
First Pic is the Power/Temperature graph & shows a nice flat line, second pic is the 'Others' tab showing one little mark on the Doze line and the third pic is Details of the Keep Awake/Doze item from the base GSam screen listing one Doze Session for 3 min 20 sec. I'm thinking it was triggered at the end of a Deep Sleep interval.
The Deep Sleep reporting (also new?) for 1 hour 46 min is likely a total of all the parts of the Awake line on the regular Moto battery chart *not* showing, so I'm inferring that the Pure is doing a good job of Deep Sleeping even without Doze being in use.

This time I wasn't doing a 'test' - just 'dozing' in the recliner with the Pure in the top pocket of my Dickies bibs! Much longer Doze time for the single Session reported.
