A non- "battery loss" battery question

A co-worker has been having issues with not getting "battery full" message after charging over night (she leaves it on while charging). She doesn't feel comfortable with rooting so I can't help with resetting battery stats or anything more than just clearing cache and reboot. Is there something else to do and is it a big deal? She had mentioned the life improved after we cleared the cache and rebooted but just wondered if we need to do anything else.
 
Sometimes I get that too, I am unrooted.

I noticed that if you unplug the phone, wait a minute, then plug it back in, it gets all the way to 100%

the basics:

lithium batteries cant be overcharged. the battery stips the charge at 100%. it will start around 95%.

We got it. I had her turn it off and charge to 100% It gave her the message and then turned on while charged and then waited a few minutes......it gave her the message.
