activation fee on replacement phones?

Are your pre-orders from AT&T showing an activation fee for those ordering the note 3 as a replacement phone? Not going to be an upgrade for me. Just selling my s4 and buying the note 3.

I went ahead and pre ordered it. There was no mention anywhere of an activation fee. Not in any small print either.
