Yes, I saw that he also went on a trip and was using the navigation. I've never done this, but doesn't that use up data?

Yes. Navigation uses data for the maps.

I've use 83MG in 4 days. Plenty of browsing, 3 email accounts, Blinkfeed etc... I did turn off every gallery sync I could find. Not sure if those download, but I don't need pics I don't take on my phone. Turned off Location Services in Google as well yesterday.

How did you turn off the gallery sync's? I don't want those either.

Also, on the usage page you can click an app and see if the data was used in the back ground. You can restrict that app from using background data if you want right there too.
 
Yes, seems to be everything so I have restricted background data on everything that allows it. A lot of the apps show more background usage than foreground usage which seems strange. Someone told me that when the phone is turned off it turns the wifi off to save battery and everything that is running then switches to cell data? That sounds like a bug to me if its true.

There is an option in the battery setting to turn of "data" when inactive. I can't say for sure that that means background data still sends but I guess it could.

To be honest, with a 200mb data plan, I just leave the data off until I need it. I use wifi and work and home, so no big deal. I don't trust all the apps and when they may decide to leak data on my plan. Keeping data off keeps AT&T honest too.

So, I'm not sure what downloads, but I hid Facebook, Flickr and Picasa from the Gallery by going to Gallery and clicking the 3dot button and deselecting those apps. I then went to Facebook and turned off Syncing of photos. I don't have Flickr or Picasa. I also made sure instant upload is off on Google+ Same with Dropbox.
 
This is one area that I'm keeping my eye on, since I just moved from Sprint (with unlimited data) to a 3 GB AT&T plan.
 
Make sure you set a data cap on your phone, my iPhone didn't have that feature and I got bit more than once.

Don't take this the wrong way, but what's the point of having a phone like the One, S4, etc. with only a 200mb plan? If you only need your phone to check email or a web site here or there then you could save money with a mid-level phone.

Got wifi pretty much everywhere. 200mb is enough for occassional use when needed, as long as you don't let the system eat up your cap with background and system activity like the op was experiencing.

Many months I use less than 100mb.

So, since I am on wifi 90%+ of the time, why shouldn't I have as nice of a phone for those times as I want? Fast/Good camera/nice screen/nice build. Why would I want to go to a midlevel free phone to save $200 over 2 years?

That makes total sense, I was just curious. I know people who have iPhones or high end Android phones with low data caps and complain about the phones because they don't pay for the data to utilize all the features :) Unfortunately I'm not around enough trustworthy wifi most of the day to get away with it.

Yes you better watch your data usage especially with AT&T lte speeds. Even with my og Evo and wimax
I burn through 3GB of data in about than a week.

Do the apps like 'Onavo Extend' actually work in reducing the amount of data consumed?

Since I have 4 iPhones and 1 HTC One on my plan the data can get a little expensive, 22 hours a day I'm on wifi so why pay for more data than I will use? My point is it's my data to use as i need, not the phones, att's, or the apps to suck up as they please. My reason for switching to android was the control i would have versus iOS, my iPhone would drop wifi and switch to data while streaming and never switch back so i'm watching android close for a while.
 
I'm not aware of what phone you were using before, but the One probably streams 1080p videos, so you'll likely be consuming tons of data more than your previous phone (if it was anything less than 1080p).

Does the One, or Android (Jellybean) in general, have a toggle to force apps to stream non-HD videos if on 3G/4G Data?

I came from an iPhone 4s and I haven't streamed movies at all unless I am on wifi. I leave cell data off all of the time now unless I need to check something, which is a huge pain in my a**. The one thing I have noticed are the apps that are constantly running. No matter how many times I force quit the apps they start up again. I have quit some of my reporting functions, which has rendered my weather widget useless. Does any one have tips? I have now set data limits and I am constantly checking my data, which I never had to do any of this before and I streamed music all the time while driving and used my navigation on a daily basis. If I can't even stream music or use my navigation without worrying about going over my data then I will have to return the phone.

Well, my tips would be-

1) get Power Toggles or other widget to turn data on and off easily, and keep it off unless needed. Still a pain if you are switching on and off alot, but better than digging in the menus.
2) set data limits ( which it appears you have done)
3) shut down background data on apps, particularly those you find that are sending a lot of background data.
4) doing all this means you don't have to turn off your reporting. Your weather widget should still work.
