Yes. Navigation uses data for the maps.

I've use 83MG in 4 days. Plenty of browsing, 3 email accounts, Blinkfeed etc... I did turn off every gallery sync I could find. Not sure if those download, but I don't need pics I don't take on my phone. Turned off Location Services in Google as well yesterday.
Yes, seems to be everything so I have restricted background data on everything that allows it. A lot of the apps show more background usage than foreground usage which seems strange. Someone told me that when the phone is turned off it turns the wifi off to save battery and everything that is running then switches to cell data? That sounds like a bug to me if its true.
How did you turn off the gallery sync's? I don't want those either.
Don't take this the wrong way, but what's the point of having a phone like the One, S4, etc. with only a 200mb plan? If you only need your phone to check email or a web site here or there then you could save money with a mid-level phone.
Got wifi pretty much everywhere. 200mb is enough for occassional use when needed, as long as you don't let the system eat up your cap with background and system activity like the op was experiencing.
Many months I use less than 100mb.
So, since I am on wifi 90%+ of the time, why shouldn't I have as nice of a phone for those times as I want? Fast/Good camera/nice screen/nice build. Why would I want to go to a midlevel free phone to save $200 over 2 years?
So, I'm not sure what downloads, but I hid Facebook, Flickr and Picasa from the Gallery by going to Gallery and clicking the 3dot button and deselecting those apps. I then went to Facebook and turned off Syncing of photos. I don't have Flickr or Picasa. I also made sure instant upload is off on Google+ Same with Dropbox.
I'm not aware of what phone you were using before, but the One probably streams 1080p videos, so you'll likely be consuming tons of data more than your previous phone (if it was anything less than 1080p).
Does the One, or Android (Jellybean) in general, have a toggle to force apps to stream non-HD videos if on 3G/4G Data?
Do the apps like 'Onavo Extend' actually work in reducing the amount of data consumed?

I came from an iPhone 4s and I haven't streamed movies at all unless I am on wifi. I leave cell data off all of the time now unless I need to check something, which is a huge pain in my a**. The one thing I have noticed are the apps that are constantly running. No matter how many times I force quit the apps they start up again. I have quit some of my reporting functions, which has rendered my weather widget useless. Does any one have tips? I have now set data limits and I am constantly checking my data, which I never had to do any of this before and I streamed music all the time while driving and used my navigation on a daily basis. If I can't even stream music or use my navigation without worrying about going over my data then I will have to return the phone.
