Bluetooth not discovering or pairing with any devices since update.

For the past few weeks, my Moto Z Droid (XT1650) no longer discovers any bluetooth devices, nor offers the option to pair. The bluetooth is on, but seems to be blind. I have gone through the following to try to resolve the issue, but no luck so far.

  • Made sure the bluetooth was on, and that both devices were in pairing/detect mode.
  • Rebooted in safe mode, and tried it there.
  • Was not given the available option to force stop or clear cache in the setup --> app menu
  • Removed any apps that I thought might be interfering
  • Checked if desired devices were able to pair (verified by connecting to other devices with no issue)
  • Full factory reset before trying it again

None of these steps have resolved the issue. The device has not had anything traumatic happen to it (dropped, moisture, etc.) that I know of that would have caused it, and everything else seems to work just fine.
 
I have a Moto Z Force, upgraded, and Bluetooth connection (to car and to iPad) is still OK.
 
I have a Moto Z and Pioneer head unit. There are random times when I'll start the car and bluetooth won't connect. If I am going to be shutting off and restarting soon I'll usually wait and it will reconnect then. If I'll be moving for a while I have to Pair them again. It does remember that I have Phone Calls unchecked in the options though.
