Brightness resets on restart

For some reason whatever I set my brightness too, if I restart my phone it'll change back to 100%... Is this a software or hardware issue? I've done a factory reset, the range from 0-100% works perfectly as does auto...it seems like a software bug to me but am I alone with this issue?

Fixed it, didn't have a sim in the phone and after putting one in it works fine

my G3 does this too...funny, no SIM at the moment
