Browser elements tab child element missing

A friend of mine is having some issues with his new T-Mobile S3 and any browser he uses. This is his issues:
"My Android browsers are acting strangely, e.g. Chrome shows the page ahs loaded but the browser is empty, I?ve already uninstalled and re-installed it, no change. Android Browser loads then say required Elements Tab child element is missing, no matter which site I go to. Dolphin browser does the same, even after a uninstall and reinstall."

Anyone have any ideas of what could be causing this problem, and note that it is not just limited to Chrome or the stock browser...
