Cannot Activate Tethering on S4

Every time I attempt to activate Mobile Hot spot Tethering on my Galaxy S4 I get the following error message.

" There Is a temporary network problem that prevents the enablement of the Mobile Hotspot Function. Try Again Later!"

It gives me the message every single time and has since I've have the phone after several attempts.

PLEASE HELEEEEELP!
