cannot stop google play services, messages, gmail and android os using mobile data

Android 9 running on Moto e6 plus phone
Data Saver is on.
Google play services using foreground data at about 1kB per minute.
Messages using background data at similar rate despite background data disabled.
Gmail similar behaviour to messages.
Android LPPe service using foreground and background data.
The above behaviours even when on stable wifi. No other apps using data.
Only way to stop it is turn off mobile data. Not helpful!

Welcome to Android Central! I think there will always be some baseline low-level usage of mobile data by the system. Not sure there's any way to get around that except for turning off mobile data.
