Can't receive or send texts in a certain area

Whenever I'm at school, I can never receive or send text messages, even if I have full bars. Then, if I walk a few meters away from the school, my phone receives all the messages I didn't receive before, and all the messages I tried to send finally send too. Any ideas?

P.S. I'm automatically connected to my school's WiFi Network and I have a Samsung Galaxy S4 with Koodo.
 
There must be an issue with coverage at your school. Texts can't be sent over wifi unless you are using a third party client to send text online. Many of the third party apps in the play store offer such support.

Does your school block websites? Some setups support SMS over WiFi (not sure who though)
Try discounting from WiFi then try sending a text.

Unless you specifically set up texts over wifi, I doubt that is the issue. Though, on an HTC Titan I used to use, I know MMS would mess up on WiFi, but it is normal for MMS to use data networks, not SMS. What type of cellular network are you connected to at your school? Does your phone say H+, 4G, LTE, 3G, 2G, 1x, or something else entirely?

What do you mean by "cellular network"? And it doesn't say H+, 4G, LTE, 3G, 2G, 1x, or anything else anywhere... There's only an icon displaying how many bars I have.

By cellular network I meant what carrier and what type of connection (I.e your on Verizon and get LTE in your school or your on T-Mobile and are stuck on Edge coverage indoors). If you do not have some sort of letters and/or symbols next to your bars, it usually means you don't have a data connection. However, the symbols often won't show if your connected to WiFi. So next time you are at school, turn your WiFi off for a few minutes and see what letters and or symbols are next to your bars. Post that information and it will get a little easier to help you. Also try texting while you aren't on WiFi and tell us how it goes.

I'm with Koodo and I always have mobile data disabled since my plan with Koodo doesn't include it, and if I were to enable it and use it, Koodo would charge me extra on my next bill.

Okay. Well, it is possible you are just on a network that doesn't support text messaging. I'm sure there are other ways to find out what type of network you're connected to, but I don't know them.
