I think this is the issue. It's entirely possible that the tablet was purchased in 2013, but was the 2012 model. Therefore cellular connectivity is entirely plausible. If rockinblu confirms this, I'll move the thread to the (possibly misleadingly-named) 2012 Nexus 7 forum and we'll all step back and reapproach this thread.

Purchased in 2013, yes, but a 2012 model it seems. This would make the most sense.

He bought a Nexus 7 FIRST GENERATION in 2013. I don't think he realizes there is now two different generations and the current one doesn't have an LTE available model released yet. Sooooo, wrong subforum.

I bought this in 2013, however it must have been a 2012 model. Sorry about the confusion. I will accept only that there's a serious lack of communication between Google, their customer support, AT&T, and the app developers. The Amazon app had a full screen display until 4.3.

Well that's solved. I'll move the thread, and as I said before, let's reapproach the issue at hand. A few too many posts jumping to conclusions or absolutes.
 
Okay, my apologies if I was too harsh. Now that we know what version you have it all makes sense now.

In summary, the only issue you have right now relates to the MLB App. I do recommend you put pressure on the App developers. I see the app is currently free but they normally charge a fee. In addition, it looks like it requires a subscription in order to get the most out of it. For these reasons, you are well within your rights to demand that the app developer gives you a working version of your Nexus 7.

Check out the link below, you will see that many others with the Nexus 7 using Jelly Bean 4.3 are experiencing the same issue. However, they are venting to the correct party. Best of luck and I hope they resolve this for you quickly.
