Changing a folder's color

I've just noticed since trying to add a new expanded folder that I lost the ability to change the color or transparent levels. When I open the folder it doesn't have the colored circle that you would tap to adjust color/transparent. Anyone else seeing this or not seeing this?

I just checked my wife's F7 and folder has second circle with the color inside to the right of the circle with plus inside.

It ended up by using theme park and custom icon that option disappeared. I uninstalled theme park and now I'm able to customize the folders again.
