Can you charge the case without the buds inside? I have it plugged in and it has a single blinking white light, but I have no idea what that means.

In fact, is there a list of what each led color/blink combos mean?

Buds in case with blinking green seems to equal charging buds.

Blinking white light should mean the case is charging. I think there's a list online somewhere.
