Well if you compare two devices for different uses, then I guess it's a given that there are different strong opinions here and there.
The Chromebook as others in this thread would say is cheap, fast, long-lasting and web centric. Now from my perspective, yes this is all great for a person who's looking for a laptop for work - that is if you're in a country where WiFi is everywhere. In 2nd world or 3rd world countries, it is hard for WiFi to come by in public as they are a)very slow or b)there is literally none. So Chromebooks is great for productivity, only in 1st world countries or in your house. Or if you have invested heavily in the Google ecosystem.
Now usual Windows laptops are varied, but also flexible (as one can find a laptop specifically for their need). Be it either gaming or work, Windows laptops are always there. It's the norm and could be used for everything . However, the drawback is it's sometimes slow or short-lasting (depending on the amount you invest or the manufacturer), or perhaps the ergonomics is at fault (again the manufacturer), so it's more of a wildcard.
No one mentioned Macs here. I think they're great honestly, with long battery life, light-weight and fast. But too much hipsters use it, I hate it (and also Apple in general).
